There are some stupid classifications, a blown bulb is a MAJOR fault (that **should** be fixable by anybody at the roadside) but flickering lights caused by a poor earth/wiring issues is a minor (but often far harder to solve, and all but impossible at the roadside, unless you have tools, testing gear and various bits of cabling)
