How can I get a NOVA certificate from HMRC?

I have imported a 1948 MGTC from South Africa. It Landed on 5 May and I have paid all of my Taxes to HMRC, but they have taken more than seven weeks to send me my NOVA certificate. When my agent phones them up they just say that they are busy and will do it in due course. Their advertised turnaround time is 10 days.

From www.gov.uk/nova-log-in "To use this service you must have an HMRC online account - sometimes known as a Government Gateway account." Could the problem be that you don't have one?
