Bob Owen, director of legislation, said, 'In general, there are no dispensations from the requirement to observe speed limits, whether or not average limits, on account of the vehicle not having a speedometer. In my personal experience, and knowing the underlying methodology of GPS systems, use of a GPS system to measure speed should provide a high level of confidence in compliance with average speed zones.'
