dvla performance

Dear HJ and experts,
I traded a car on the 6th June this year and sent off the V5C/3 shortly after. Four weeks passed so I sent a letter to DVLA and finally received a V5C for the car I bought. Today, 3rd November, I finally received confirmation of disposal of my previous car! No mention of the date of the trade which would have been handy if the new owner acquired speeding tickets etc. Is this normal performance for the DVLA?

The DVLA processes around a million documents a week so some are bound to go astray, especially if the old keeper and new keeper sections of the V5C are received separately. What is not acceptable is the DVLA accusing previous keepers or new keepers of not sending the required documents and attempting to penalise keepers when the error actually occurred at the DVLA. If you have not received acknowledgement of the change within 28 days you are supposed to phone the DVLA and chase this up. But doing so is so difficult the DVLA cannot rightfully prosecute you for failing to do so.
