Why does the tracking keep drifting out on my Ford Ka?

I have a persistent problem with the tracking on my Ford Ka (56 reg, 1.3l). I've had the tracking done by three different companies, including one independent garage (who also gave the car a look over). Within a day or so, the steering is bad again. This morning, I was having to hold the steering wheel about 12 degrees to the left in order to go straight down the road. Every time I've had the tracking done, I've been told it was out by quite a margin. I'm really stuck for ideas - could it be something other than tracking or could it be something that causing the tracking to drift?

Either something is bent or the bushes have failed.
