Are the requirements to notify of speeding offences the same in Spain as in the UK?

Do you know if the the requirements to notify of a speeding offence are the same in Spain as in the UK, namely 14 days? Also, is there anywhere in Spain we can buy a new small car with confidence at a sensible discount?

I've lost touch with the Spanish market. Certainly you will not get a cheap car in the South because the market is sewn up by former horse traders who seem to work on a 30 per cent margin. Private buyers cannot even buy at auction.
