Why are motorcycles permitted to make more noise?

Could you kindly explain why the intrusive higher noise level of many motorcycles seems to be tolerated by the authorities? The bikes are usually high performance and they are much noisier than high performance cars which, by comparison, are almost silent. Could it be that there are different MOT criteria, or is because of a lack of interest from the police? Maybe it falls to the Local Authority Environmental Health Officers?

It isn't tolerated. The problem is catching them cost effectively.
