Is wax and polish bad for my new car?

I am about to take delivery of a new Volkswagen Golf Estate. You say not to polish a new car, but what is the difference between waxing and polishing? Surely if you apply wax you must polish it off?

Polishing cuts the top level of paint. Waxing puts a layer of wax over the top level of paint. But you can't wax a car outside in Winter.
