Why can't the police stop elderly drivers, who could pose a danger, from driving at all?

I was truly shocked to read about the tragic case of the young girl who was killed by an old driver who the police had warned not to drive. Surely the police should have the power to stop this from happening. It makes me really cross that Age Concern (or whatever it now is) says that old drivers should not have to undergo tests. When the questionnaire comes from the DVLC with 20 questions relating to health concerns, it is not a doctor who has to confirm the answers, it is the individual concerned who could easily lie.

This was one case, so only one of the 3,000 or so road deaths a year. If you condemned every elderly driver to stay at home, they would mostly die off a lot more quickly. Especially those that live in the country. That's why elderly drivers are encouraged, but not forced, to take driving assessments such as those run by www.iam.org.uk and www.rospa.com .
