What does Peugeot 206 error code P1351 mean?

I am trying to find out if anyone has the answer to this question. My daughter has a 206 1600 HDI. The car went into limp mode - it will not go over 3000 rpm, it runs OK, will drive through the gears but will not pick up revs over 3000 rpm. Fault code P 1351 has been detected.

P1351 is indicating that you have a glow plug problem or a pre heat relay problem.
