Is there a car that our 17-year-old son can drive without paying horrendous insurance premiums?

Could you help with suggesting a vehicles that will enable my 17-year-old son to drive without a horrendous insurance premium once he has passed his test, and also give my wife a car that she can use for shopping and pottering around? At present our second car is an S-reg 1.6 Audi A3 Sport 3-door that is still good, but I guess the insurance will be horrible. Budget up to £12,000.

There isn't anything. But the least horrendous will be something like a Citroen C1, FIAT Panda 1.1 Active, Nissan Pixo, Peugeot 107, Suzuki Alto, or Toyota Aygo.
