Why can't I connect a portable sat-nav to USB socket?

Why do portable sat-navs have to be connected to a C L A , when most modern cars have USB sockets which are neater. Tom Tom in particular

Portable sat-navs (particularly older, more power-hungry ones) tend to draw more power than a USB socket than provide. The cigarette lighter connection is able to restore battery charge more quickly, while you might find it uses more power than the charger can restore when plugged into a USB.
