Toyota Carina E wiring problem

I have a 1992 Toyota Carina E and when I have the front headlights turned off and press the brake pedal, the front light turns on (to dipped beam). With the lights turned on, this does not happen. What may be the cause of this fault?

Wiring fault. When you press the brake pedal this operates a switch for the brake lights, but somehow this wiring has got mixed up with the headlight wiring.
