Why is the Northern Ireland Assembly not implementing the 40 year MoT exemption?

Why is the Northern Ireland Assembly not implementing the 40 year MoT exemption to harmonise with the rest of GB?

I believe it’s a combination of different factors. My understanding of the situation is that there was a consultation on this issue. And, given the backlog of MoT tests, there is an appetite for making the change. But the recent impasse at the Northern Irish assembly has made it difficult to make any changes to the current system.
