Can a mobile speed camera accurately pick out one car from a line?

Can these accurately pick out one car in a line of cars? I was caught exceeding the speed limit when in a line of cars that had overtaken another vehicle on a straight stretch of road. The mobile unit was parked in a small access road and flashed me after I had overtaken the vehicle and was back on my own side of the road, but slowing down after overtaking. I also noticed that the operator was outside the vehicle at the time. Does this matter?
