Volkswagen T4 refuses to start - what's wrong with it?

My Volkswagen T4 won't start. I've checked the fuses under the dashboard, all fine, but it just turns over and puff blue smoke out of the exhaust. Could it be the glow plugs?

If you are getting blue smoke then at least one of the glow plugs is still working (otherwise there would be no combustion at all). So it's a matter of getting them all checked to find out which are not working.
