Why isn't the toll system in Austria more widely publicised?

On a recent European motorcycle tour to Budapest, my friend and I got stopped on the German/Austrian border at Passau. We did not have the "Vignette" (autobahn toll sticker) on display so ASFNAG, the private company that operates the tolls in Austria, enforced a fine of 65 Euros per motorcycle (the fine is 130 Euros for a car). Apparently a 10-day pass for a motorcycle costs 4.50 Euros or 8 Euros for a car. We were not aware of the toll system and neither were the mass of non-Austrian vehicles that were also being stopped and fined. This is an expensive way of finding out a toll system is in operation.

The same goes for Switzerland, unless you manage to stay completely off the motorways, which we did last time we visited in February.
