Can an insurance company refuse to post car insurance documents?

It's very rare insurers would refuse. Under the equalities act, insurers have to make "reasonable adjustments" in how they communicate with customers. If for example, you did not have access to the internet then I would be requesting they post the documentation to you. But there is really no need to in the digital age as everything is available online.
